Young writes to Pierre Francois Beville, Quartermaster General under Rochambeau, concerning his inability to pay express riders. The situation is critical. He has written to Maj. [Richard] Claiborne and will write to Col. [James] Hendricks in Alexandria [Va.] concerning the problem. In the meantime, riders have agreed to deliver dispatches as far as Lynches Tavern.
